About the Opportunity
Join NT PHN in the Strategy and Evaluation Lead role This role has two key objectives: 1) to lead the organisation-wide implementation of NT PHN’s endorsed Evaluation Framework and requirements related to NT PHN’s obligations under the Performance, Monitoring and Review Framework, and 2) to design, lead and report on evaluations of specific programs and portfolios across the organisation. The role operates with significant autonomy to design and lead context-specific evaluation solutions across highly varied and complex service delivery environments and acts as a key advisor to Managers and Executive in shaping portfolio and program direction. The role requires strong communication skills and an ability to independently manage relationships with diverse stakeholders, both internal and external.
About You
You have:
- A relevant degree and significant (6+ years) relevant experience in a community development, public health, social science, or other related field.
- An in-depth understanding of the Australian Health System, in particular primary health care, primary health workforce and the NT context.
- Demonstrated experience in program monitoring, evaluation and learning, preferably in a responsive service delivery organisation.
- Experience in cross-cultural research and evaluation methods and preferably within health contexts.
- Demonstrated experience in co-design or human-centred design methods to support the design and delivery of complex projects.
- Demonstrated experience leading cross-functional or matrixed working groups without direct line authority, and driving adoption of new practice across diverse teams.
- Demonstrated ability to exercise sound judgement and creativity in developing innovative, fit-for-purpose solutions to complex and ambiguous problems across varied operating environments.
- Demonstrated experience engaging and influencing a broad range of stakeholders — including senior executives — to inform strategic decision-making.
About the Role
Key Activities:
- Lead the organisation-wide implementation of NT PHN’s endorsed Evaluation Framework across all commissioned programs.
- Lead and coordinate technical leadership and direction to representatives across teams and portfolios to drive actionable methods for NT PHNs monitoring obligations, including those of the Performance Monitoring and Review Framework as relevant to the Commissioning Branch and evaluation.
- Lead evaluation activities – from planning through to implementation, reporting and recommendation design, with internal and external stakeholders. Requires significant leadership capability to work with CEOs and NT PHN Executive through to frontline health workers and patients/community members as a representative of NT PHN.
- Lead development of key recommendations resulting from program and service evaluations, and provide expert advice that directly informs Executive and Manager decision-making on portfolio and program direction.
- Exercise a high degree of judgement and creativity in adapting evaluation methods to highly diverse service delivery environments (remote, urban, cross-cultural, varying provider maturity), identifying gaps and independently developing fit-for-purpose solutions where established methods do not apply.
- Lead the development and implementation of improved processes for contract reporting that can feed into embedded systems of monitoring and evaluation.
- Lead continuous improvement and innovation in the evaluation portfolio through identifying and incorporating best-practice evaluation methods suited to the NT context, demographic and purpose of NT PHN.
- Lead the design, development, delivery and management of activities such as training and communications related to the implementation of evaluation at NT PHN.
- Provide expertise for strategic decisions to the Strategy and Planning team’s identified priorities and projects.
