We currently have an exciting opportunity for an experienced Property Program Manager to join our Grand Transport, Property & Retail team.

This is a unique opportunity to work client-side across a diverse and evolving property and infrastructure portfolio, taking opportunities from the earliest stages of feasibility and project definition through business case development, design, procurement and delivery.

Working across a significant capital portfolio, you will partner closely with our Property Development team and technical specialists to determine how development opportunities can best be brought to life. From new precinct planning and enabling infrastructure through to roads, utilities, commercial property and tenant-led developments, you will help turn ideas into commercially sound, deliverable projects.

This role requires more than traditional project delivery capability. We are looking for someone with strong commercial acumen and development thinking who can challenge assumptions, interrogate proposed solutions and identify smarter, more cost-effective ways to achieve project outcomes while balancing the requirements of a complex, 24/7 operational environment.

Key responsibilities:

The role's duties and accountabilities include, but are not limited to:

  • Lead property and infrastructure projects from initial opportunity and feasibility through project definition, business case development, design, procurement, construction and handover.
  • Partner closely with Property Development Managers and internal stakeholders to translate development opportunities into clearly scoped, commercially viable and deliverable projects.
  • Support the planning and development of new precincts, including consideration of enabling infrastructure such as roads, power, water, sewer, utilities and associated services.
  • Provide strong commercial oversight across projects, challenging assumptions and identifying opportunities to optimise scope, cost, design and overall project value.
  • Lead and coordinate multidisciplinary consultants, engineers, designers and contractors throughout the project lifecycle.
  • Challenge technical and engineering solutions where appropriate to ensure designs are practical, fit for purpose and commercially responsible.
  • Develop project budgets, cost plans and business cases and support projects through internal governance and funding approval processes.
  • Develop and manage procurement strategies, consultant appointments and contractor engagement.
  • Manage a diverse portfolio of concurrent property and infrastructure projects, balancing commercial, operational, technical and stakeholder requirements.
  • Build strong relationships across Property, Planning, Infrastructure, Engineering and operational teams to achieve practical and commercially sound outcomes.
  • Ensure projects are planned and delivered safely and effectively within Melbourne Airport’s complex, live 24/7 operating environment.
  • Support commercial and tenant-led developments including warehouse, precinct and associated infrastructure requirements.

The successful candidate will have:

  • Demonstrated experience in property development, infrastructure project management, program management or a closely related environment.
  • Strong experience across the front end of the project lifecycle, including feasibility, project definition, business case development, planning, design management and cost development.
  • Experience progressing projects through the full lifecycle from concept through procurement, construction and delivery.
  • Strong commercial acumen with the ability to interrogate costs, challenge proposed solutions and identify opportunities to deliver better value.
  • Enough technical understanding to confidently engage with and challenge engineers, consultants and other technical specialists.
  • Experience managing multidisciplinary consultant and contractor teams.
  • Strong stakeholder management and influencing capability, with an ability to bring together commercial, technical and operational stakeholders to reach an agreed outcome.
  • Experience delivering projects within complex operational environments where business continuity needs to be maintained.
  • A pragmatic, solutions-focused mindset and the ability to work through ambiguity when a project or development opportunity is still being defined.
  • Strong interpersonal and communication skills with a collaborative approach and an ability to build trusted working relationships across the business.
  • Experience from both client/owner-side and contractor or consultancy environments will be highly regarded.
  • Airport or aviation experience would be advantageous but is not essential; experience from similarly complex infrastructure, transport, industrial, property or operational environments will also be considered.
