Osborne Richardson are partnering with the Department of Transport and Main Roads (TMR), South Coast Region, to find an experienced Senior Advisor (Illegal Camping & Declarations) for a 6 month contract, with a possible extension, based out of Nerang on the Gold Coast.

Sitting in the Land Management and Corridor Management team within Program Delivery and Operations, this is a genuinely interesting role. You'll take the lead on illegal camping and other unauthorised use of state-controlled roads and TMR land right across a region that runs from the NSW border up to Springwood and out west past Boonah, covering the Gold Coast, Logan and Scenic Rim. It's a role for someone who can work out the legal and policy position on a tricky matter, then pull all the right people together to get it sorted properly and fairly.

What you'll be doing

  • Managing illegal camping and other unauthorised access, use and activities on state-controlled roads and TMR land, including the correspondence, briefs and reporting that go with it
  • Coordinating every aspect of compliance action: establishing legal grounds and priorities, booking police and TMR representatives for site visits, engaging outreach services, organising clean-ups and towing, and preparing compliance notices
  • Undertaking Human Rights Compatibility Assessments and arranging cultural heritage assessments
  • Establishing the circumstances and legislative requirements for each scenario and tailoring action plans to suit
  • Undertaking state-controlled road declaration processes and advising on complex land and corridor management matters
  • Interpreting and applying legislation, policy and procedure to support sound decision-making
  • Developing, delivering and monitoring a sub-program of works aligned to the Region's broader program
  • Preparing memos, reports, briefing notes and general correspondence, and keeping accurate records and registers

What we're looking for

  1. Solid experience managing compliance, enforcement or regulatory matters relating to the unauthorised use or occupation of public land, such as local laws, state land, road reserves or transport corridors
  2. A strong ability to interpret and apply legislation, policy and procedure to complex and sensitive matters, then build a practical action plan around it
  3. Experience with, or a strong understanding of, human rights compatibility and cultural heritage considerations in decision-making
  4. Excellent written skills, with a track record of preparing briefs, memos, reports and briefing notes
  5. Proven ability to coordinate multiple stakeholders, including police, outreach and support services, internal teams and contractors
  6. Sound judgement, the confidence to work autonomously, and the good sense to know when to escalate
  7. Strong organisational and record-keeping skills, and the ability to deliver to the required standard within tight timeframes

A background in policy, legal, regulatory compliance, investigations or land and corridor management will be highly regarded. Experience with road declaration processes is a real bonus.

What's on offer: up to $84.56 per hour + super, a flexible full-time 6 month contract with a possible extension, and a varied, meaningful role with TMR on the Gold Coast.
