Head of Enterprise Optimisation

Growth doesn’t happen by accident.

Liverpool City Council is building something different - an Office of the CEO – to activate opportunity by capitalising on strategic opportunities, driving revenue generation and optimising the property portfolio.

As capital of Southwest Sydney and home to over 250,000 people with a projected population of 352,000 by 2046, Liverpool is building a reputation as a globally connected city with the addition of the new Western Sydney International Airport.

A shining example of transformation, sustainability and renewal, the community is forging a strong local identity, as one of the state’s oldest local government areas whilst being one of its newest cities.

The Role
Reporting to the Senior Manager Strategic Portfolio, this is a high-trust, autonomous role at the intersection of continuous improvement, strategic transformation and commercial thinking. You will identify where Council can work better, then design and deliver the practical solutions that make it happen, measured by the outcomes you produce for the organisation and the community.

You will lead business improvement and transformation initiatives across Council, using data and insight to turn opportunities into measurable gains in efficiency, service quality, financial sustainability and organisational performance. You will govern complex projects from scope through to delivery with minimal disruption to operations, strengthen governance and risk practices so that improvements hold their value, and bring genuine commercial acumen to the table, translating market, industry and environmental trends into advice that sharpens decision making and the use of limited financial and people resources. Working alongside the CEO, Directors and internal subject-matter experts, and building relationships with external government and private-sector partners, you will help embed a commercial mindset across the organisation.

About You

You bring qualifications in business, commerce or accounting, or the proven experience to demonstrate equivalence, combined with a track record of delivering measurable financial gains, cost savings or value improvement through optimisation, transformation or service improvement in a complex organisation. You are highly analytical, able to interpret complex information and translate it into practical recommendations, and you use data and performance measures to inform planning and decision making with confidence.

You influence and communicate clearly at every level, from the executive to the front line, and you build the relationships and buy-in that sustainable change depends on. A sound grasp of governance, risk and change management principles, together with demonstrated commercial acumen and strategic thinking, rounds out your profile.
